VERTICAL COMPUTER SYSTEMS APPOINTS DEFENSE EXPERT STEPHEN O. ROSSETTI EXECUTIVE V.P. FOR GOVERNMENT AFFAIRS; Seasoned executive will spearhead sales of Company’s Emily products to governmental customers


Los Angeles, CA, November 1, 2001 -- Vertical Computer Systems, Inc. (OTCBB: VCSY) today announced the appointment of Stephen O. Rossetti to head the Company’s new Government Affairs division to be headquartered in Washington D.C. Mr. Rossetti, formerly a senior staff member of the House Armed Services Committee and Pentagon senior executive, was named Executive Vice President for Government Affairs by VCSY President Richard Wade.

Mr. Rossetti has served as a director of the Readiness Subcommittee congressional staff responsible for the oversight of the Department of Defense’s $80 billion in annual spending on infrastructure and readiness. In that capacity, he provided oversight for Pentagon information technology spending, U.S. Special Operations Forces and general military forces. He also was a Congressional participant for the United States in negotiations in Geneva, Switzerland for the Chemical Weapons Treaty with the former Soviet Union, focusing on biological and chemical weapons stockpiling and the security and safety of U.S. chemical weapons stockpiles. He worked with Budget Committee Chairman John Kasich and a line of Armed Services Committee Chairmen including Les Aspin. He also closely interacted with other committees, including Government Reform and Oversight and Appropriations. He served for five years with the Office of the Secretary of Defense undertaking business process reforms.
